Colorado
Colorado voters approved the Natural Medicine Health Act in 2022, and the Legislature set out its rules in SB23-290, signed May 23, 2023. Two agencies run it: the Department of Revenue's Natural Medicine Division licenses businesses, and the Department of Regulatory Agencies licenses facilitators.
- Licensed centers. The first center license was issued March 31, 2025, and supervised sessions began at licensed centers in June 2025.
- Personal use at 21 and over. Adults may possess, use and share natural medicine without payment, and grow it for personal use in an enclosed, locked space of up to 12 by 12 feet. Selling it outside the licensed system is not allowed.
- Under 21 and in public. Possession under 21 and use in public are petty offenses.
As of October 30, 2026 the Natural Medicine Division listed 12 standard and 35 micro licensed centers, 15 cultivation facilities, 8 manufacturers and 1 testing facility.
